The On-Time Status chart shows the current production status of all cases currently being manufactured in your lab.  It tells which cases are late (or ahead).  It is a companion chart to the Task Status by Units chart, which shows the task where cases are late.

Please note that the numbers on the chart represent total units.  To confirm total number of cases, rather than units, place your cursor over each colored number and the case total will appear on the right-hand side of the chart.

Both multi-step and 1-step cases are shown on this chart.  Multi-step cases show the precise status of each case by comparing planned days versus actual days.  1-step cases only show "late" if the due date has been reached and the case is still in manufacturing.  At this point 1-step cases will begin traveling horizontally to the right.

Clicking on a number will display search results every case related to that number.  It's possible the number of cases will be fewer than the number on the dashboard--this is because the dashboard number shows units while the case search results shows cases.
